If your brake fluid is low, topping off maybe all that is needed. Actually as brake pads wear, the level of brake fluid in the reservoir becomes lower. If the brake fluid level goes below the low mark on the reservoir it indicates either the brake pads are worn very low or the brake system has a fluid leak. Regardless of which, this is a safety issue and you should get the brake system on your vehicle serviced immediately.
